Description
Briefing:
Some of my more reasonable overhauls have been made to the HRE decree mechanism to make it more interesting.

Only applicable to MK1212


Description:
  1. Accelerated the growth rate of the Imperial Authority


  2. Enhanced decrees, made them more useful, and adjusted their Imperial Authority cost accordingly.

  3. Reform will become more interesting, now you need to consider whether to reform according to the reality of the situation, rather than blindly through the reform plan, generally speaking, level 7 reform is the highest normal bonus, level 8 reform will make your country into a disaster, if you survive, then congratulations, level 9 reform will have a huge gain

1.Decrees:

  1. Patronize Universities
    • Effects for the emperor:
    • Research rate: +20%
    • Agent recruit experience: +3
    • Tax rate: -10%

      Effects for member-states:
    • Research rate: +10%
    • Agent recruit experience: +1

      This decree will cost 5 Imperial Authority to enact, and will last for 5 turns.

    • Upkeep cost: +20% for land units
    • Encouraged Replenishment: +25%
    • Army recruitment capacity: +5


      Effects for member-states:

    • Replenishment: +10%
    • Army recruitment capacity: +2
    This decree will cost 50 Imperial Authority to enact, and will last for 5 turns.

  3. Expand The Bureaucacy
    Effects for the emperor:
    • Loyalty: +3
    • Corruption: +15%
    • Tax rate: +15%
    • Public order: +20
      Effects for member-states:
    • Loyalty: +2
    • Tax rate: +5%
    • Public order:+10
    This decree will cost 10 Imperial Authority to enact, and will last for 5 turns.

  4. Promote Commerce
    Effects for the emperor:
    • Trade income: -5% trade agreement tariffs
    • Diplomatic standing: +10 with all factions
    • Wealth: +25% from commercial buildings

      Effects for member-states:
    • Diplomatic standing: +10 with all factions
    • Wealth: +25% from commercial buildings

      This decree will cost 20 Imperial Authority to enact, and will last for 5 turns.

  5. Lessen Tax Burdens
    Effects for the emperor:
    • Population Growth: Burgher and Peasantry Growth +1.5%
    • Tax rate: -25%
    • Public order: +15

      Effects for member-states:Population Growth: Burgher and

    • Public order: +10
    This decree will cost 10 Imperial Authority to enact, and will last for 5 turns.

    • Construction cost: -25%
    • Tax rate: -15%

      Effects for member-states:
    • Sanitation: +2
    • Construction cost: -15%

      This decree will cost 10 Imperial Authority to enact, and will last for 5 turns.




2.Reform:

  1. Confirm Permanent Prince-Electors
    The emperor is only elected by a select group of electors.
    effect:
    The Prince-electors are established, limiting elections to 7 voting factions.


  2. Formalize the Imperial Diet
    The Imperial Diet becomes the formal consultative and legislative body of the empire with representatives from the empire's estates.
    effect:
    • Diplomatic Relations With All Factions:+25
    • Public Order: +2

  3. Institute the Common Penny
    Institute the levy of a widespread poll tax.
    effect:
    • Income From Vassals: +60%
    • Public Order: -10


  4. Organize the Imperial Circles
    Regroup regions of the empire into administrative territories to better manage the empire.
    effect:
    • Tax Rate: +5%
    • Levy Unit From Vassals: +3
    • Public Order: 0

  5. Enact Perpetual Public Peace
    Outlaws feuds and organizes legal structure into a single body, with the Emperor as the ultimate arbiter.
    Factions in the Holy Roman Empire can no longer declare war on each other.
    effect:
    • Public Order: +10
    • Imperial Authority Growth: +25%

  6. Establish the Imperial Chamber Court
    Creates the Imperial Chamber Court to hear cases and apply imperial law.
    effect:
    • Public Order: +20

  7. Establish the Imperial Government
    Create an executive organ led by the estates, acting as representatives of the emperor.
    effect:
    • Imperial Authority Growth:+50%
    • Building Cost: +15%
    • Diplomatic Relations With All Factions: +35
    • Corruption: +25%
    • Tax Rate: +25%

  8. Adopt Hereditary Succession
    Abolish the electoral law and establish a hereditary monarchy, which poses a fatal threat to the various forces within the Holy Roman Empire. The peace bill will be seen as scrap paper, and each other will fight tirelessly for the supreme throne, while external forces will also be eyeing it

hey, is it going to be updated? cause its an awesome mod, but not working properly anymore. For example, with Reform 5 HRE factions are still declaring war

found a bug where the imperial authority only went to out of 100 instead of the 120 in the photo you put in the description. anyway amazing mod really glad to see the improvements you made to the HRE
