Increased recuitment cost from 1600 to 3000
Reduced multiplayer cost from 1600 to 1400
Reduced upkeep from 394 to 375
Increased rank depth from 1 to 2
Increased primary ammo from 150 to 250
Increased melee cp from 350 to 375
Reduced missle cp from 1550 to 1125
Cahnged creation time from 3 to 2 turns (Steam tank takes 3 turns)
Added unit cap of 2x per tier 5 engineer's workshop

Made the unit slightly worse then the ROR.
