Description
But beyond Wisu by the Sea of Darkness there lies a land known by the name of Yura. In summers the days are very long there, so that the Sun does not set for forty days, as the merchants say; but in winters the nights are equally long.

The Khanty under Alach

UA: Idol of the Dawn Maiden - Earn a burst of Golden Age points upon creating a Great Work of Art or upon defeating enemies in your territory. Cities settled on Hills receive a Great Work of Art slot.

UU: Maturkan - Replaces the Great General. Can create unique Great Works of Art that reduce the Culture and Gold cost of new tiles in Cities by 10% each.

UB: Labaz - Replaces the Shrine. Great Works generate +1 Local Happiness. Grants +10% Combat Strength to nearby Units at the start of their turn, or doubled during a Golden Age.

Good Civ for the Honor Tree. Free General in the tree & can purchase Generals with faith in the late game.

Unfortunately, this is a known bug with Civ 5's base code. Not much you can do there, but it should be possible to fill them from the City View screen.

However if I open the city view I can see the work of art slot there - not sure yet if it is possible to fill them.

I have multiple cities built on hills but when I open the culture screen ONLY the capital one shows
