an even better option would be to allow the location of the icon to be customizable in the game and a mod option.

Sadly that wouldn't be possible without a separate application as Mods are generally within the Game Client, not external to them.
However there is a tremendous work around object by creating and Running a server side Database that has the Mod Upload the Information to said Database then Display the Information from said Database into the separate Application, the issue with this though; is you'd be having it developed personally for you, and required to pay hosting fees for said Database which would ultimately make a project of that magnitude not really worth operating.
Conclusion; sadly just isn't feasible as great as it sounds in theory.
