buffs rome but only in mid game (when they build tier 4 city)
buffs carthage from the start (should be able to field an extra army/navy)
buffs parthia from the start so they should become a super power eventually.
buffs macedonia so it has a better chance at becoming an empire again
i made this mod with DEI mods files being the reference files but should work with vanilla
