Drones Tweaks

Description
Repair Facility
Adds self repair to tower so a single tower can take care of neaby strutures and self.
level 1 with 2 drones instead of 1.
level 3 6 drones instead of 7.

Flora
Added Drones visibility, drones will be invisible when not working.
Added AI core requirements to flora buildings to be equal to the amount of drones.
Flora Cultivator reduced drones 2 to 4 by level (Previous 3 to 5).
Flora Collector reduced drones 1 to 3 by level (Previous 2 to 4).
