Plantation Tank and Witch Spawns

Enables Tank and Witch spawns on Swamp Fever's 4th map (c3m4_plantation).

Now, there is a chance that a tank or witch (or both!) could spawn when you play this chapter in campaign, realism mode, or other mutations.

Note: Because this chapter is considered "nighttime" by the game, witches will always sit instead of walk around. I have an alternate daytime version of this addon that enables wandering witches.

This addon modifies a single file: c3m4_nothreat. It will work in singleplayer games and when you host a local server. It will obviously not be compatible with the Daytime version of this addon, which can be found here: https://steamproxy.com/sharedfiles/filedetails/?id=3007911778
