Easier way is just editing the tech for radios or the base value in defines, i am busy cand do mods anymore

This mod no longer works, for anyone who wants this effect you can do it yourself easily by editing the economy laws and adding "land_reinforce_rate = 1.0" to the modifiers for each of the laws. The file that defines mobilization laws can be found at Steam\steamapps\common\Hearts of Iron IV\common\ideas under _economic.txt
