New Headgear adjustment mod.

Function:
Select the location where the Headliner should appear.
Show hair with hat;
Adjust the display of hair;

Suggestion(1.4)：
When used with VFE(Vanilla Expended framework), the "above hair" and "under hair" settings are not available; Open "Close VEF Draw HeadApparel" settings for compatibility (default off, if there is no VEF, this setting will not be displayed).

Compatibility:
There are no compatibility issues with Combat Extended and Human Alien Races during testing;
As described above with the Vanilla Extended Framework;

2023/9/3 update log:

-Add new functions, now you can choose whether to hide the hat under the roof (or not drafted) in the settings interface; Some code has been rewritten to implement this function. Please reset the settings or delete the config file of this mod to initialize the settings;

-Fix the bug that corpse that is dessicated（skeleton） show hair;

-Added quick settings;
-In theory, fixed the issue of Human Alien Race not displaying Head addons after hiding the helmet (did not make the option to select to display head addons, as adding this feature to the head addons of each alien mod was tiring and I was too lazy to do it);

2023/10/23 update log:
-Streamlined the code (I don't know why the vehicle framework caused Alien's bodyAddon class to report errors when there were no aliens, which took a long time to resolve)
-On a whim, new features have been added:
When loading Alien Race, a new settings interface will appear, where you can choose whether body addon are displayed together with hair (including non head addons. Because I missed some attachments during the screening process, I did this to let you decide display them with hair)
-I may create a universal library for my mods later (which may not appear);
-I won't add any new features unless I have a sudden idea (I will still fix bugs);
