Traffic Eliminator as made by Captain_Ahvious on YouTube

Changes made to the original one:

- Used the 4 lane European bridge from the CCP instead of the 2 lane
(To improve traffic flow)
- Used basic pedestrian paths instead of the Park paths from the DLC
- Used a 4 lane one-way to exit (to improve traffic flow but kept a 2 lane one-way to enter (same reasoning)
- set up TMPE and IMT on the "roundabouts"
(TMPE and IMT are optional, but you won't have the lines and TMPE changes)
