Adjusted Colors for Parish Decorations

I know there is already a Mod like this but I felt like doing my own.

This one is just a Hue/Saturation Color adjustment, an attempt to somewhat restore the Mardi Gras colors for the Parish Rosettes and Fall Festival Banner as seen in E3 material (though that actually appears anywhere in the Campaign).

The result is they're a little more colorful while still retaining a somewhat muted look.
