不再缺乏目标 no more lack of purpose！！

修改内容：
1.修改将领由于 缺乏目标 导致的 忠诚度 最大惩罚值为1，也就是说你最多只能看到：-1缺乏目标。
Change the maximum penalty value of loyalty caused by lack of purpose to be 1, which means you can only see ' -1 lack of purpose ' at most.

2.此mod随可使用，理论上，mod在激活后立即生效。
This mod is effective at any time. Theoretically, it takes effect immediately after activation.

3.为什么不是直接取消？因为我希望你能看到你的将领应为不能打仗不开心了，快哄哄她啊！！
