Description
A revamped version of the latest dlc for Democracy 4, "Voting Systems". If you thought some of the policy effects were underwhelming and existing policies/sim values weren't connected enough to the new systems, this is the mod for you.

COMPLETE FEATURE LIST:
  • Everyone is more upset when their voting/donation rights are infringed upon. These two actions are the primary way to create change within a democracy, so it didn't make sense to me that they were only slightly upset about these rights being infringed upon.
  • "Democracy" is affected at a higher rate (both positive and negative) with almost all policies provided in the DLC. There aren't nearly enough inputs to "Democracy" in the game, and it didn't make sense that restricting voting would only reduce it by a few percentage points.
  • When you set "Phone Voting" to "Forced", it now reduces the happiness of retired people and also reduces their turnout.
  • "Voting Campaign" increases "Voter Turnout" at a lower rate. I saw this more as one of the social-engineering-type policies due to its extremely low cost, so reduced its effect accordingly.
  • Low "Education" results in a more apathetic voter-base. Conversely, high "Education" results in a more engaged voter-base.
  • "Phone Voting" now increases youth happiness.
  • "Prisoner Voting" now slightly increases "Voter Turnout".
  • "Youth Politics Council" now increases "Youth Turnout". I figure that participants in this program are far more likely to become politically engaged once able.

@Fluffy @aurelia_alessio @ivy You've all made some good points, and I've removed that effect from the mod :)

Hello, I agree with @Fluffy. In Czech Republic, political parties obtain certain amount of money per a seat in parliament, if they reach a certain threshold of votes in elections (4 % currently). It is far better than privately funded political parties, because it causes political parties not having to accept private donors' money in exchange for pushing the donors' agenda.

Hello ! That's very cool ! ;)

I am reacting to the high increase in the rate of corruption associated with state funding of parties. In Belgium, parties are mainly financed by the State in proportion to their electoral results in the legislative elections. The aim is precisely to reduce corruption, and to avoid that political actors do not have too much lobbying power in relation to their democratic representativeness in society (the same thing exists for religious cults).

This does not completely prevent corruption, since some countries whose political parties are funded are also corrupt. It rather depends on the weight of the parties on the state

All countries inspired by the Napoleonic Civil Code have an independent state body whose officials are responsible for verifying and validating the national accounts of all administrations: "la Cour des Comptes" or "Court of Audits".
