Vulkan api support (FPS improvement)

Description
!! ATTENTION: USE THIS MOD ONLY IF YOUR GPU SUPPORTS VULKAN API !!
GPU list: https://vulkan.gpuinfo.org/


This modification forces the game engine to use the VULKAN API instead of dx9.
This mod will improve your fps. On my pc it adds + 30-40 fps in Valocity.

Frame Limiter:
dxgi.maxFrameRate = 140
d3d9.maxFrameRate = 140

Anti-Aliasing:
d3d9.forceSwapchainMSAA = 8

it gave me an extra like 10 fps and now i get 35fps-50fps:rallyrim:

To enable Vsync
- create or download "dxvk.conf" file
https://github.com/doitsujin/dxvk/blob/master/dxvk.conf
- put it in the game dir
- add or uncomment these lines
dxgi.tearFree = Auto
d3d9.tearFree = Auto

Just copy all files from "steamapps\workshop\content\497180\2818827841" to your game folder.
