Description
Sovereign Wealth Fund can be founded if you are in good fiscal shape (high GDP and <50% Debt/GDP ratio recommended). It will make a dividend of 0.5 percent from the fund each quarter. Whether it can grow depends on investment performance and global economy.

How to Establish Sovereign Wealth Fund:
  1. Achieve high GDP & low Debt/GDP ratio (<50% is recommended)
  2. Then, 'Sovereign Wealth Fund Proposal' dilemma will be triggered soon. Click the first (+10%p) or the second (+15%p) option.
  3. Sovereign Wealth Fund situation will be triggered in 2 turns.
  4. Pray for good investment performance (RNG :P) and strong global economy.

More Detailed Description:
This is a proof-of-concept mod for Sovereign Wealth Fund and currently in a rather bare-bone state. There are a dilemma 'Sovereign Wealth Fund Proposal' and a situation 'Sovereign Wealth Fund.' The dilemma is used to trigger the situation with fixed costs. It won't be triggered if a) debt/GDP ratio is too high (roughly 50% or higher), b) debt crisis is in effect, or c) hyperinflation is in effect. I wanted to used either fiscal balance, credit ratings, or global interest rates but they were inaccessible at least for me. So I decided to measure fiscal health with GDP and debt/GDP ratio. Players will be in a very good shape anyway if their GDP is very high and debt/GDP ratio is below 50%.

You are given 3 choices at the dilemma. First one is making a decent investment. It will increase the size of the fund by +10%p and likely to be equivalent to less than 10% of the GDP (might vary depending on countries or level of GDP). You will actually spend your budget to it. You should be able to see changes in debt or reserve. The second option is mostly similar to the first one but it makes 50% bigger investment. Thus the size of fund will rise by +15%p. The third option just turns down the proposal and nothing happens except for some approval changes. Texts are written in hurry so might sound awkward.

If you've chosen the first or second option, the situation will be triggered in 2 turns. The situation size (or intensity) represents the asset size. It will grow if investment performance & global economy is favorable. The former is decided by normal random variable (in short, RNG) and the latter is literally what you can see from the financial charts. There are 2 causes named 'Sovereign Wealth Fund' and 1 cause called Global Economy. 2 SWFs are the exact fund size & the latest investment performance respectively. You should be able to discern them by clicking the small gear-shaped button.

There are other factors that can damage the fund such as high inflation or corruption. If you fail to control these stats or get a bad RNG, the fund could dry up, cancelling the situation. I've excluded GDP from causes intentionally because you can max the GDP very easily and I don't want to make the fund too easy to grow. It will generate revenue proportional to its intensity. It's 0.5%/qtr (= 2%/year) so quite a decent rate. It also has some effects such as higher currency strength, higher corruption (only in higher range), lower foreign relations (only in higher range), and lower capitalist approval (only in higher range). These won't be a big problem even if you happen to be successful enough to have a super massive fund.

I have nothing to say about gameplay implications. I don't think this mod will affect in-game strategies. You should be able to do whatever you want by the time you can turn net profit with SWF investment. This is why I tried to keep this modding project rather small and left many possible ideas yet to be implemented. But I'm still curious to hear your thoughts and ideas. Strategy isn't the whole point of playing D4, right?

For anyone who intends to make a country mod with this, I highly recommend you to refer to SWFProposal.txt file in the dilemmas folder. If you want to add initial SWF value, make it have fast decay (<0.05 preferably) so that it doesn't max out rapidly.

Future Ideas (not a plan):
  • maybe add a policy to control the fund? dividend rate or investment behaviors
  • add 'Stewardship Code Proposal' dilemma
  • add 'Ethics Committee for Investment Decisions' dilemma
  • include Tax Minister's effectiveness as a factor impacting investment performance of the fund
  • add more dilemma choices for expansion/withdrawal of the fund
  • maybe add a dilemma for a case when the fund situation has been maxed

Hey how did you manage to make the effect of _globaleconomy_ be read as either positive or negative? I'm trying to make my own mod and I cant manage to place the y axis in the middle.

A good policy for any nation to reinvest in their own policy. Now all taxes take money from the people if that is to be done a state should be giving back equal or greater than what they take. So very little more than what is absolutely necessary should be being taken from the people which would be appropriate for such a fund that a state should be building to address emergencies with a fraction being paid back to the people. After all it is the money of the people and they should see a return on their investment.

when i open the saves or start a new game it crashes,the ide ais good but this kinda ruined it
