I get that one's special ability is high fertility and the other's fact that they are always sterile... but that slot could be filled with something cool nonetheless

I am noticing that the quality of the human implants changes. Specifically, I was trying to upgrade from a poor quality to a masterwork by removing the old ones and installing the newly created ones, but somewhere between storage and transporting the object to the medical bed, the item is now poor quality. Is this part of the quality mechanic that I'm misunderstanding?
