Description
Adds Digital Administration policy (uncancellable) and a situation related with digitalization. Also includes some link overrides affecting Internet Speed. You will get a new tool to fight Bureaucracy but there will be consequences.

More Detailed Description:
This mod aims to achieve 3 goals - to provide another way to combat Bureaucracy, to cut down the size of State Employees group, and to give a more meaningful role to Internet Speed. Digital Government policy was inspired by notions around Digital Government Index. Players will be strongly incentivized to raise the slider for various reasons including Liberal/Capitalist/Middle Income approval boosts & Bureaucracy prevention. In doing so, as its cost in budget is heavily influenced by Internet Speed, it is expected that players will at least avoid policies that negatively impact it or compensate with other policies.

However, it isn't a plain "good" reform. It will inevitably speed up progress of automation and thus lead to some layoffs in public sectors. This means State Employees, aka your loyal supporters, will shrink in number and making progress will require enormous efforts (35 pc) as you have to force them to change the way they work. It will also make a government more vulnerable to massive cyber attacks and may increase chances of internet frauds.

And there is Digital Divide. Not everyone can have money to buy & time to learn the latest digital devices. So a government adopting such technologies will leave some people behind. It's effectively another form of poverty. You should be able to contain some its damages (Skills Shortage & Internet Crime) but it will require substantial efforts to remove the situation and its disapproval effects on Poor/Retired/Farmers.

이번에 맘에드는 모드가 있어서 저도 한글 반영 안되는 경우가 있어서
개발진에게 문의해보니 메모장 같은 프로그램으로 UTF-8로 저장해야 정상적으로 작동하더라구요

Education doesn't affect Digital Divide, the implementation stays near zero even after a few turns.

Hey, just a tip for all your mods, add base game translations, even if you don't translate anything, this stop people using other base game languages from crashing.

@Mcguffin6 Currently, you can try improving Education, eradicating poverty, strengthening State Schools, or nationalizing telecom industry. Plus to that, upcoming changes will include more tools to combat Digital Divide, as mentioned in earlier comments.

@Kitts It is true this mod makes Skills Shortage harder to solve but I haven't addressed it as the only downside of Skills Shortage is lower GDP, which directly reduces the situation. That's why I thought it is okay to leave its value in the middle of start-stop triggers. But I see that it might be way too difficult because of Digital Divide, which has few countermeasures and plays a considerably bigger role in Skills Shortage (+12% v. +3% at max intensity/slider). I'll try adding more measures effective against Digital Divide and see if Skills Shortage needs more adjustments.

I love this mod, but it makes the skill shortage a lot harder to deal with. I was thinking about how it could be balanced a bit, where you lower the Digital Administration's effect on skill shortage so it's neutral on database modernization, it has a negative effect when it's pen and paper, and so on and so forth. Do you think this would be freezable?

@FuntCase I agree that major taxes and micro policies shouldn't hold the same weight on bureaucracy. There already are two policies that has a visible link to it so expanding it further would be more realistic. I doubt if it would deter players from collecting more taxes though.
