By Your average Gamer
A simple guide and introduction into the modding of Emergency 5/20. (I will refer to it as "Emergency 20" However it does work with every version, these including 5, 20, 2016, 2017.)

Introduction
Hi there!

Welcome to this updated modding guide. If you didn't know - I created a similar guide about 4 years ago, and through the times it became outdated. Therefore I am making the second version of the guide, this time it being more simple, elegant and easy to understand (primarily because 4 years ago, I wasn't too comfortable with my English.) However, if you have any questions, leave them down in the comments.
Downloading mods
So first and foremost you need to have some thing set up before we even think about getting mods installed. These being:
  • Emergency 20 (Duh)
  • Any .rar/.zip extraction program (Not required but adds comfort to the installation)
  • An account on website with modifications, and preferably on WOE (World of Emergency)

Now, with that out of the way let's get downloading mods!
To get started well, you can visit these links, and download your mods:

The file you download should either be a .zip or a .rar file. Both will work just fine. I would recommend moving it to a folder where you can operate easily/more efficiently, but do what you feel is the most comfortable.

Truth is, there isn't much mods for EM20, - There is MUCH more for the older generations, such as the 2006 Emergency 4 / 911 First Responders. So you pretty much have to limit yourself to >10 mods here.

Installing mods
Now, with our .zip/.rar file we can start installing the mod into the game.

Installation Preparation
Launch the game, preferably through steam. After launching the game, go into modifications (inside the small window of the game)
And either click "ADD MOD" or just go to the next step. Now the difference between these two options is primarily that doing it the "ADD MOD" way will open your file explorer, and you will have to select your mod from there. While doing it the other way will be much easier, atleast from my experience. Either way will work, and I will explain both.

The "ADD MOD" method
After you click "ADD MOD" your file explorer will open. From here you will need to find the folder where you have your modification downloaded. If it is for example ":C/Downloads" then find your way there.

When you find your .zip file of the mod, you should be able to select the .zip, and click "OPEN." Doing this will make the EM20 window "lag out." If it does, it's a good sign. It means that the game is starting the installation process.

In the meantime you can go get yourself something to drink or just continue watching YouTube on your 2nd monitor. After finishing up the installation, the window should be operational again, if you see the name of the mod installed on the list, you did well. You can now move to the last step.

The "Drag and Drop" method
After you have downloaded the mod, locate it in your file explorer. After you've got it, you should be able to drag it over to the EM20s "MODIFICATION" window. Drop it over the list.

If the application seems to "crash" / "lag out" that means that the process of installation has been started. Let the application do it's thing, and in the meanwhile you can grab yourself a cookie or something. When the window seems to work again it means that the mod is installed, meaning that you did well. You can move to the last step now.
Launching mods
After downloading all of your mods, you should be able to click the little black box next to the mod's name. Doing this will enable the mod. Keep in mind that you should NOT have more than 1 mod active at a time. The easy way to explain why is the conflict of scripts and textures, making the mods not work together too well, however there are exceptions.

After activation you should be good to click "OK," right next to "ADD MOD." In the main menu of the launcher, you can launch the game by either clicking EM20, or EM5+16+17. Doing this you launch the game with modification which you can finally play and learn. From here I think you get the hang of the rest.

Things to keep in mind while downloading mods
Downloading a mod can be dangerous sometimes. Therefore you should be careful whiled downloading them from unknown sources, do not trust anyone when they say "that's a legit mod," I've never heard of anyone get hacked by a fake EM5 mod, but be careful.

I do recommend making a backup of the appdata folder, just in case. While mods very rarely cause any sort of corrupting of files, it's better to be safe than sorry I assume.

Some mods are compatible only with freeplay, and some only with campaign. You need therefore to know the mod before you launch the game, cause you need to know what game to choose to play the actual mod without crashing the game.
Thanks!
Thanks for reading through my guide! I hope it did indeed help you, and if it didn't you can always ask in the comments. I will reply in normally under 3 days. However if you didn't understand how I've phrased my words, or just can't understand what to do I did also make a video on it. It's very uninformative without this guide, therefore it's exclusive to people that read it. It shows both methods of installation, and is just easier to understand I recon. But yeah, that's all from me, hope you are having a wonderful day!

What window? The "add file" window? You should click "add mod" in the bottom right corner.

Interesting... I've never heard about it actually, it's kind of impossible to edit files without having access to them. Any luck trying to find a tutorial on the internet about gaining said access to your file explorer?

Could you not add using the ingame "mods" tab?

if there is an ingame local file manager i might be able to but opening the explorer somehow will instantly end your session

There is sadly no workshop, but can't you access the local files of the game?
