Supply Overhaul for Kaiserredux

REMINDER: This submod is already integrated into KX for quite some time. Although building cost reductions wasnt implemented to the full extent due to balance issues. But anyway, you can always modify the building costs by yourselves: just go into KX folder and find 00_buildings.txt and change the costs to any values you desired.

This is a submod for Kaiserredux, do not use it with mods other than KX.

Railways and supply hubs are added across the map, especially in Russia, Afrika and China. This should make wars in these regions less painful.

Costs for railways and supply hubs are also reduced:
40 for level 1 railway (+120 per level)
6000 for supply hub
