I would say don't squat on people's fun and instead just ban troublemakers, but I get it. I do. Still, free hotwire can happen with the right combination of profession and traits, the boost to xp will make hitting lvl 2 quick to get in mechanics.
You would essentially need to disable hotwire all together to avoid this from happening at all.
better option is to just change burglar hotwiring to sprinting, since burglars have gotta be fast on their feet
