Update for current version and changed faction election event to not fire if you have the other election type

even though it says it's outdated, it should still work since i don't think paradox has added any new gov reforms to the list since i last updated it

updated, i added the pirate event file to the mod and made it so it can't fire if you have the free election reform, that should fix it but let me know if it doesn't

I am on the most recent patch. The pirate faction election still happens after taking the Free Election reform. When the election triggers both events fire.
