That's how I was able to have two levels in my Innawoods mapset. Just save the level once you're done editing it and you can then upload it to update your current mapset that you're working on, which will add the additional level into the level list. You can go back and freely edit any previous levels as well.
You'll see in the " - USER LEVELS - " section how to edit a workshop preview image.
