Oh those things especially in the Borderzone. I mistake those for enemies when I'm at 4x speed sometimes and get jumpy, lol.

It's just a little graphical effect that happens in desert regions. Where from time to time some odd shaped thing will fly by the screen like it's blowing in the wind.

Has no gameplay relevance, just annoys some people. Hence the mod. :)
