Don’t mistake Hong Kong City Hall for Government Offices! Unlike many municipal halls in other parts of the world which usually housed the city's government, the Hong Kong City Hall was built to function primarily as a performing, conference and exhibition venue (e.g. library, concert hall). Governmental services are provided in another type of municipal buildings called the Government Offices.

The design of the block features the use of modernist elements like clean lines and stark geometric forms, which were fashionable at the time. The block was the first few public buildings in the city that were not built in colonial style. It set off an architectural trend in Hong Kong, and had become a landmark design for Hong Kong architecture through the 1960s.

Repetitive Grid Facade
The simple design and repeat of modules are major characteristics of modern architecture. The use of a concrete grid as the structure's facade is an answer to the use of thinner external walls. It also protects the windows from direct sunlight and raining since the window frames are set back.

Rectangular Boxy Appearance
The building has adopted a simple rectangular plan so that the exterior of the building becomes a simple box shape. It is an explicit reflection of "form follows function", a principle associated with 20th-century modern architecture and industrial design.
