Yes, it is.
The Kenshi modding tool, Forgotten Construction Set (FCS), does not allow us to add production time to dog scarves and other backpack items. We must edit the FCS itself to prevent backpacks from being instantly crafted.
I am not 100% certain if the modded FCS does not affect my other mods, and I have no trouble with the instant production of dog scarves. So, this mod would remain as it is.

Thank you for letting me know. Let me make sure I understood right.
Does "Mine is not working" mean that your dog cannot equip a dog scarf or collar?
If so, I would first check if the dog is a race added by other mods. Only vanilla Bone dog and Boneyard Wolf race can equip scarves from my mod. Without proper patch mods, dog races added by other mods cannot equip the scarves, even if the races have the same look as the vanilla dogs.
Currently, "More Dogs" and "Universal Wasteland Expansion" have patches for my "Dog Scarf" mod in the Workshop. Those patch mods were made by users of said mods.

You can make and upload patches for Dog Scarf freely :)
"Without affecting Inventory" is the tricky part.
As long as you put a scarf in a dog's backpack slot, the dog's default inventory is overwritten by the scarf's.
The only other idea I have in mind is making brand new dog races that have scarf as their body part.
But this approach is beyond my 3D modeling/rigging/animation skills, so I can't test it myself.
