Unfortunately, I do not know of a way to automate the gathering of dropped weapons and armor fully, and I doubt such automation is possible. So I compromise and use the following method to clean my base:
1. Make manual gathering easier by using large backpacks and increasing the interaction range of the Item Furnace.
2. Leave the area entirely and make dropped items despawn.
e.g., I leave my base in Gut and go to Slave Farm, quicksave and load, and then return to my base → Image

Unfortunately, "a severed arm holding the arm owner's weapon" is not possible.
-A little long answer-
You can tweak a 3D model of a severed arm and make it hold a weapon. However, one severed limb can use only one 3D model.
For instance, if you make a 3D model of an arm holding a Katana and use it for the "Severed Human Right Arm," then ALL "Severed Human Right Arms" in the game will have Katanas, regardless of the arm owner's weapons.
Thus, "a severed arm holding the arm owner's weapon" is not possible.
