I'm not sure what the problem could be, do you have any mods installed? Maybe disable all mods, load save game, play a bit & slowly enable mods again.

Im having problems with anyone moving in.. any advice? i connected the high way to the roads

Thank you! I like to use the cargo trains to help with the Industrial traffic to move cargo around the city & out. Here's this save game built out with a full metro, tram & train network:

I like your industrial layout and freight network system very much. It's really great, but I used 81 zones to load conflicts, and 25 zones were used. I will always pay attention to you, looking forward to your update!
