Confederation Penalties Rework

Description
Hello everybody!

Today we present to you our vision on what a confederation debuff should look like.

First of all, we changed duration.
Now debuff hangs 8 turns instead of 5.
Public order debuff has been changed and now gives player 8 public order.
Debuff on relations with other factions has not gone anywhere.
You still get -40 relations with all factions of your race.
Now player receives debuff in the form of decrease in income from all sources by 20% for the duration of debuff.
Player still cannot conduct a new confederation while debuff is active.
Beastman Hordes got a buff after the Confederation.
Cost of keeping units is reduced by 20%.
Raid income is increased by 100%.

We recommend using this mod in conjunction with our mod which simplifies conclusion of confederation.

It looks as though this mod by itself is only modifying existing behavior not adding it which means my problem below is almost 100% not even caused by a conflict with this mod but is an existing issue in my load. Thanks again for the mod I swapped it back in to continue troubleshooting and that's where it will likely stay since it neatly summarizes those effects most important to this particular point of gameplay so I like what it is doing even if I am tweaking it a bit. Much appreciated. +1 sir

When I use this mod it makes it so I can not ever confed the turns from start effect on a timer never runs down. Is this a conflict with another mod anyone here is familiar with I have so many mods I'm hoping somebody has an idea which one it is. I use vandy confed options which allows me to turn it off for factions it is currently on obviously. I have it set to player only for all. I have also tried the no tweaks setting to see if that's it. I also have Drunk Flamingo's Loreful Empires which autoconfeds smaller empires into larger ones on a timer. Then I have both of your confed mods simple confeds and this one. Please help if you can, I will keep working on this and if I can fix it I will report back which one caused it. Thank you.

Took a bit of a break from this game, but I'm glad to see this is updated! I'll be trying it out next time I start up the game. Thank you for your work!

Took me half the day (I have a lot of mods), but I finally narrowed it down - the latest patch broke this mod hard for Alarielle players. If you start a new game and get her to level 2 to start her item quest, the quest dialog box doesn't show up and you can't move/end turn/etc.

I don't know if this also breaks item quests for other legendary lords, as I've only tested with Alarielle so far. Also, I found some articles online that said you can bypass bugs like this by quick-saving at the precise moment your turn starts and then reloading the save... this works, but requires you to do so each turn.

On a side note, I'd like to say that this mod was otherwise great before the patch, and I hope you have the time to update it and remove this bug. Thank you for the mod, and have a good day.

That's much better, thank you for your attempt at fixing this! I never quite understood why public order was affected by for expanding your realm....I like the loss of income though, yes you've acquired more land but yeah there's a cost.

Only issue I see is sometimes you can confed and the AI of that realm has been silly prior to this and has built up armies it cannot afford and puts yourself, as the new owner of those armies, into low or even negative figures in upkeep payment.
Not sure how one would protect themselves from that...
