It's still working with heavily modded game (AGOT and submods included, more lifestyle perks, repeatable perks, life styles improved etc.)
It's increasing base experience (+25 default) after install this shows base experience: +41 and additional bonuses adding over it.

Quite good, but then a perk limit of say 30 would make sense.

Updated for the dlc, but yeah as you noticed they didn't actually change anything. Iirc the file I modified has been the same since launch so odds are even it shows out of date in the future it will work fine
