杨坚倡导节俭，节省政府内不少开支、废除了不必要的杂税并设置谷仓储存食粮。杨坚成功地统一了历经数百年严重分裂后的中国，从此中国在大多数的世纪里都保持着他所建立的政治统一。
开皇盛世气象恢宏磅礴，杨坚下令修建首都大兴城（即后来长安城），大兴城的修建不仅是中国古代城市建设规划高超水平的标志，也是当时国家的经济实力和科技水平的综合体现。杨坚于开皇四年（584年）命宇文恺率众开漕渠。自大兴城西北引渭水，略循汉代漕渠故道而东，至潼关入黄河，长150多公里，名广通渠。这是修建大运河的开始。大运河连接黄河流域长江流域，连接了两个文明。使黄河流域长江流域逐渐成为一体。二十年间，天下无事，区宇之内晏如也。考之先王，足以参踪盛烈。这就是隋书里的“开皇之治”。 杨坚一系列的改革措施，大量地减少了国家的财政开支，增加了国家的财政收入。

It is more than 150 kilometers long and is named Guangtong canal. This is the beginning of the Grand Canal. The Grand Canal connects the Yellow River Basin and the Yangtze River Basin and connects two civilizations. The Yellow River Basin and the Yangtze River Basin have gradually become one. In the past 20 years, there was nothing in the world. The first king is enough to follow shenglie. This is the "rule of kaihuang" in the Sui Dynasty. A series of reform measures by Yang Jian greatly reduced the state's financial expenditure and increased the national financial revenue.
