JJBA HFTF Time Stop

This adds two JJBA time stopping sweps to the game, including a cool time stop effect, and sounds from Heritage For The Future.

Once you right click, it will take roughly a second to charge. If you are hit while charging, it cancels the time stop. Time stop lasts about 10 seconds for both sweps. I plan on changing more in the future, eventually.
