Ave, with this mod you get Extreme Civilians.

ps: This mod only give more civilians no other modification.



Large: 2000 civilians
Medium: 1200 civilians
Small: 500 civilians

Feel free to report every problems you counter with the mod.

ps game wont process 7000 civilians no idea why so i reduced it

Try to upgrade your town to tier 2 and see if there are civilians
