Faster Ship Upgrades

Description
This mod makes it so that ship upgrades don't take an extreme amount of time to upgrade. More specifically it sets the time multiplier to 0.25 instead of 0.50.

Yes, I made it during one of my saves as it was taking so long for ships to be built. Removing it shouldn't cause issues either as it just changes a define.
