-Snap decisions do not show up, what do I do?
You can try to save your game and load that save to fix it. Remember that you can only snap countries you are at war with!

-What does snapping do?
Snapping decisions remove (slightly more than) half of the target country's manpower along with some resources which forces that country to spend its political power on policies with negative modifiers (i.e Scraping the barrel)
