So I think Interactive World is unlikely the culprit. Try deactivating Reactive World instead, as that one surely modified settlements.
is conflicting with another mod.

You mod shows that it does not have a wall blocking the water.
But in my game there is a wall blocking the water.
This is either from,
Reactive World,
or
Interactive World.
maybe?
How does your mod effect the North Port?
For the rest though, this mods mostly adds custom buildings, items and resources which shouldn't have conflict with other mods as they sit on their own files.
or does it count as "overhaul" because it adds so many intractable things to the world?
