To change the workshop icon image you have to add the line "picture="picturename.png" in the "Documents\Paradox Interactive\Stellaris\mod\modname.mod" file (not in the decriptor.mod inside your mod folder). the modname.mod will look like this:

name="Mod Name"
path="mod/modname"
tags={
"Species"
}
picture="picturename.png"
remote_file_id=random numbers
supported_version="2.1.1"

Don't forget to put the picture file in your mod folder too, and make sure it is not too big!
