Planets full of ore 3x depth start

This is the same mod as my other Planets full of Ore mod, however I changed it so that it starts at 3.33x the normal depth instead of 10x, making it less impossible to get to some of the ores, especially in starting scenarios.

n.b: I couldn't use the same regex as before because it required math, so I wrote a bit of C# to do the dirty work for me. You can find it here https://pastebin.com/kQeKtdjS maybe it'll be useful to someone else who wants to replace the world values
