Tactical Rework - Halflings

Description
My Tactical Rework series aims to improve races that feel inconsistent or somehow lacking in flavor. Although I don’t consider the halflings weak, they do feel very snowball-dependent: if you have a bad start, you're probably doomed. Their physical weakness (and subpar stats) makes them very vulnerable, especially in the early game, and their ‘lucky’ ability is too unreliable to compensate for this. However, just removing their physical weakness would make ‘lucky’ incredibly OP, not to mention that many people consider it one of the most frustrating things in the whole game.

This rework removes both lucky and physical weakness, slightly buffs the base stats of halfling units (though they’re still puny compared to the tougher races) and gives each unit a gimmick or special ability, capitalizing on the halflings’ resourcefulness to create a diverse and colorful gameplay. Economy-wise, their cities generate a little less gold due to their carefree disposition, but make up for this with extra population growth.

All in all, their gameplay should feel much more strategical and fun now.

Compatibility:

This mod makes changes to the halfling race settings, halfling governance, halfling racial units and all halfling class units. If you're using a mod that alters those resources, the conflicting entries will likely be overritten (but only the conflicting entries). Other than that, it should be compatible with just about every mod out there. Let me know if you find any issues.

Changelog:

- v1.0: We exist and have been playtested.

- v1.1: Minor hotfix.

- v1.2: Balance changes.
- Unit experience penalty removed. Storehouse and Embalmers' Guild discount removed.
- Halfling cities now generate -10% Gold, but have +10% Population growth.
- Adventurer no longer has full-ranged damage progression with ranks.
- Nightwatch and Farmer +1 melee damage and +2 hp. Brew Brother +2 hp.
- Nightwatch now has Throw Net (melee range) in place of Hurl Net (3-tile range).
- Farmer now has 20% Blight protection and gains Defender on veteran instead of Throw Filth.
- Jester +4 melee damage (from 6 to 10 base) and is now Armored.
- Brew Brother now starts with Minor Bard Skills, gains Drunken Breath Potion on veteran and Steal Enchantment on elite.
- Tier 1 military governance now also affects Archer units. Quick Learner replaced with +1 Physical damage.
- Tier 1 necromancer economic governance now also gives +10 Gold production.
- Minor changes to some class units.

1.3. Fine tuning.
- Nightwatch gold cost increased to 60 (from 55), since Throw Net is fairly powerful on a starting unit.
- Farmer now has Plains Foraging and no longer requires Warhall, making it better as an early game unit. Melee damage reduced by 1. Throw Chicken damage reduced to 9 (from 13), resist check difficulty increased to 11 (from 6).
- Jester gold cost increased to 90 (from 80).
- Brew Brother base melee damage reduced by 1. Throw cleavers damage reduced by 1.
- Tier 1 military upgrade now gives +4 Speed and +5 health to Archer, Irregular and Support units. No longer gives physical damage. Halfling Hunter and Shaman speed reduced to 28.
- Fixed language strings.

1.4. Mid-late game balance changes.
- Eagle Rider speed restored to 36, base damage increased by 1. Tier 3 military governance damage bonus reduced by 1.
- Halfling Bard and Monster Hunter damage progression tweaked for better ranged attacks. Monster Hunter now only gains Minor Bard Skills at silver medal.
- Tier 5 military governance now also grants Defender. Physical damage bonus now also applies to any ranged attacks the affected units might have, such as Throw Chicken and Fire Pistol.
- Tier 1 economic governance's city happiness bonus increased to 100 (from 75).
- Fixed tooltip for Throw Chicken (was displaying the old resist difficulty).

I found that though eagle rider was tagged as "increased awareness", but it worked like "total awareness", will you please check?

Do you think it's possible to make the physical weakness 10% and also reduce the luck chances?
Could have, say, 7-14% depending on neutral to best morale, instead of 10-25%.

As much as I grieve for the broken necro halfling (and believe me, I've abused those very lucky undead eagle riders A LOT), something had to give. Still, there are new synergies worth considering. Lucky may be gone, but they now have +100 natural morale, which necros can stack with Master of Puppets and Memories of Joy to get a very high crit chance.

Very interesting take on the halflings, but this overhaul sadly kind of destroy the main point of a necromancer halfling (puppet-mastered lucky ghouls)

imo....every race could use your rework, i like to think of theese mods as a choice of which race to play...like i could play a goblin warlord...but i could also play a goblin..R warlord ;3

The Dwarves are pretty okay in my opinion, but there are a couple of things I'd like to tweak ;)
