The design of the question itself makes it irrelevant.
If he is a man before he has walked all the required roads, then what is even the purpose of the question?
Conversely, if he is not a man before he has walked all the required roads, then why does Bob Dylan miscategorize him as one?
Dylan was clearly actually asking:
"How many roads must a BOY walk down, before you can call him a man?"
I think you'll agree this changes things completely.
Because a boy must walk down many roads, but those roads are determined by whom? Society? Lawmakers? The Boy himself?
Who is to say when a boy becomes a man? Is it when he goes through puberty? Is it when he has his first job? Is it when he has a family? Is it when he owns a house?
I propose a simple answer:
A boy becomes a man when he first uses a power winch to trigger a controlled explosion.
