This game is a good tactical game or a puzzle game.
It depends on your point of view, but the point is it's a good game.

Pro:
City Builder Game

Cons:
Only "rich" people live in these cities.
There is no economy system in this game.
With European eyes, the traffic is a catastrophe.

It was a good game until the paradox started making DLCs for this.

The game crashes at a certain point, so I can't continue my prison.
(Now my prison has 100 inmates in the old times I could build prisons with 500 inmates (or more) without any major bugs)
There are bugged quests that suck your money...

So at the moment, this game is a disappointment
