Expansions predate video games, they were used in tabletop games to provide additional options for hard-core players. The original is supposed to the 'full game.' In this case, though, you are right, if you really want a completely new GalCiv experience, you do need this expansion. That was Stardock's bad, and they paid for it in the reviews.
To be fair to devs, they do not always have the money or ideas, to make a 'full game' in one stroke. Also, they watch how people play, and the expansions adjust for that. This expansion came from a couple years of gathering data on game play. In Stardock's favor, they add a LOT of stuff for free to the base game that you didn't have to pay for. The know some people won't buy the expansions, and they continue to serve those customers.
I'm not greedy for money. I'm fine wiht paying for games, but I just want to buy the full game, not some cut down demo version of it, which will be expanded later. And with mentioned publishers it's becoming a reeel nagging habbit.
