I own a Windows 10 PC and it works almost without problems.
1) You need to change some of Fallout 3's properties and download Games for Windows Live .
Depending on what version of windows you have, you are going to have to change different properties.

2) Although this is not needed, I highly suggest that you visit the Fallout 3 Nexus and download the "inoffical patch" as well as "archiveinvalidation invalidated" . They are trustworthy and reliable, believe me.
