CP2077 had a rocky start, but after a few major/massive updates and the DLC Phantom Liberty, it has proven to be worth the time and money. I always felt the gameplay was *kind of* fun, a lot of potential but ultimately incomplete. Now I can confidently say it's very fun. Many of the broken systems have been fixed and improved upon. Most performance issues have been addressed. AI is considerably better. Graphics are top tier still. Music and sound design are quite good. The story is mostly OK (ending for the main game is just underwhelming). Side content is better than good.

There are still some hilarious bugs here and there, but at this point I think it adds to the charm of the game. Just keep in mind it's more of a power fantasy simulator with a few RPG elements (although, the few are strong elements).

Tl;dr: it's good now. Play it.
