Specific depend on the editor you use, but you should see main columns when opening a file. The left one being numbers starting at 00000000. That is the one you have to change to hexadecimal (using 0-9 and A-F).
The big block in the middle which is (might) be divided into several columns a 2 symbols is the one you have to do your edit in. The right one is the "human readable" version of the one in the middle. Hefty air quotes on human readable ;)

The first line is a block of 16 pairs. You are interested in the 4th line "00000030" replace the the last 8 pairs with FF.
