You can fix it by putting this file(NVidia: http://www.nexusmods.com/newvegas/mods/34778/? AMD: http://www.nexusmods.com/newvegas/mods/34970/?) in your Fallout folder(Typical C:\Program Files (x86)\Steam\steamapps\common). I hope, I could help you!
