My system is over the recommended specs but I only get like 30fps on the lowest settings 0/10
LOW FPS FIX:
On your desktop, right-click any empty space and select NVIDIA Control Panel.
Select 3D settings > Manage 3D settings from the left panel.
Navigate to the Program Settings and select the Fallout 76.exe file from the drop-down list. (if not there add it)
Modify the settings as below:
Maximum pre-rendered frames: 1
Preferred refresh rate: Highest available
Power Management Mode: Prefer maximum performance
Threaded optimization: ON
Vertical sync: OFF

I left V-Sync on and runs perfect on highest settings, once again Bethesda has proven themselves to not test out their games on a wide array of systems and leaves it up to us to fix it, hope this helps someone :)
