THE ONLY WINDOWS 10 FIX THAT WORKED FOR ME:

1. You need to download "Intel HD graphics Bypass package" over at Nexus.
The the "dll" goes into the game's install folder and the "ini" goes into "Documents / My Games / Fallout 3"

2. You need to download "Games for Windows LIVE Disabler" over at Nexus.
Drop the "exe" into the game's install folder and run it, selecting "Disable G4WL" and "Move DLCs".
