That list is all graphics/animations that are still somewhat present in the game (Instead of civilians pulling people out of cars, you can), how does that make a game bad and what effect does it truly have on gameplay? You know plenty of games have had downgrades usually for the better. Wasn't Watch_Dogs originally supposed to be linear in 2012? In a linear game you can provide much more graphical elements because there is scripted stuff going on, in an open world dynamic game with tons and tons of non scripted violence/physics/graphics/coding it's obviously more demanding.
The extraordinary looking gas station explosion and debris/fire being scattered all over the place.
Explosions pushing cars and making windows shatter.
Pedestrians helping car crash victims.
You being able to help car crash victims. (seems to only work during gun fights)
Overall AI of driving citizens is awful, as soon as traffic lights get hacked they all just go full throttle even if other cars are still driving through the intersection.
Glass pieces scattered on the street after breaking through a car window.
Blood on the windshield after driver gets shot.
Smooth gun pick up from the ground.
That cool bokeh effect when entering slow-motion.
The amazing looking dusty/foggy environment.
Compared to the E3 demo the car damage models are actually about equal in quality as the ones in Vice City or Sand Andreas. (not dynamic in any way)
Overall the game is OK but was way to overhyped for what was actually delivered...

There was a serious lack of emotion. Your point about nobody running it on max? I know plenty of people including myself who can run it max (no V-sync). The worse mod, granted, does provide us with the level of detail graphical wise of that which was shown in the E3 demo, but it is a mod...
