yeah, I never turn on vsync, I guess I'll have to deal with the 40fps drops, not a huge deal anyway

No problem. Oh, if you have a G-Sync Monitor or other adaptive sync that's compatible with 1070, you should disable V-Sync because I think that messes with that some. Otherwise I hope you figure out the issue.

I tried borderless and it kinda? runs better but the framepacing's an issue, but it's okay, thank you for helping a random just stopping by on your profile after reading a couple years worth of discussion lmao

Next best advice is to try borderless window or check programs running in the background, make sure they aren't being obnoxious. Otherwise I'm not certain why it's misbehaving, sorry.
