I was enjoying it so much that I actually spent money on it, logged on today and my whole vault has just disappeared and I can't even get a refund for the money I wasted on a vault that no longer exists.

I tried to get in contact with support and they palmed me off to a FAQ that doesn't mention anything about losing your vault.

I'd suggest not spending any money on this game.

Fun fact: you can load your save on a fallout shelter save editor and give yourself whatever you want for free

Of course it's legal because there is absolutely no way to prove it wasn't your fault. To be clear I am not defending Bethesda or Steam in any way. Just saying, from a legal standpoint, you wouldn't have anything to base a case on. It's why mobile games are so huge. It's easy for a company to make money and and not have to worry about legal issues if someone spends money and loses what they bought. It always has been and always will be a "buyer beware" market, sadly.

My Vault disappeared too. It's very frustrating. I'm just lucky I didn't spend money on it.
I wonder if it is even legal of them when customers risk that their product disappears.
